The Rajasthan government has demanded a 16 per cent increase in the number of IAS officers in the state in cadre review which is pending with the Centre. The cadre review was supposed to happen in 2021. But it is deferred for 2023 for lack of consensus on the matter.
As per PMO advisory of July 1, 2013, five per cent increase can be done to any state in the cadre review but grievance of Rajasthan is that many states were given as much as 28 per cent increase in cadre review after 2013. There was no limit as such for cadre review in the Cadre rules formulated in 1954. Rajasthan at present has 313 sanctioned posts which could have been 372 even if a 5 per cent increase norm was followed consistently. So much so that 1991 onwards the number of IAS officers even decreased and got increased once again only in 2010 cadre review.
If the demand of Rajasthan to get 16 per cent cadre review is accepted the number of IAS officers in the state would be 365. But in case only a 5 per cent increase is allowed, the number of IAS officers would reach 329 including officers promoted from the state services.
